Context

JIPA Network supports national efforts to make healthcare universally accessible by working alongside governments and health leaders in the Caribbean and Latin America.

We contribute through strategic advisory, health financing expertise, and provider network solutions to help design and implement sustainable UHC frameworks. Our work has directly influenced national policy in countries like Saint Lucia and Grenada, where we’ve served as a technical partner in developing their UHC strategies.

As a physician-led coordination and consulting entity, JIPA understands the real barriers patients face and helps health systems remove them through practical, evidence-based design that’s locally grounded but globally informed.

The Challenge

Millions of people across the Caribbean still lack consistent access to essential health services, not due to a lack of will, but because of fragmented systems, limited financing, and provider shortages.

Out-of-pocket expenses remain high, public sector wait times are long, and vulnerable populations face the highest risk of catastrophic spending. Even with increased political will and momentum for UHC, countries must overcome major barriers:

Health systems still operate in silos with little integration. 
There’s a lack of clarity on provider payment mechanisms that incentivize outcomes.
Funding streams are not pooled, leading to inefficiencies and gaps. 
Many systems lack data visibility for real-time decision-making. 
Reform efforts often stall due to leadership changes or lack of technical implementation support. 
Our Approach

JIPA Network works as a trusted advisor to Ministries of Health, National Health Insurance entities, and regional agencies to co-develop sustainable UHC models that are:

  • Evidence-Based: We conduct stakeholder analysis, utilization modeling, and financial impact projections to shape scalable reforms. 
  • Locally-Led: We prioritize ownership, working within local political, economic, and clinical contexts. 
  • Technically Sound: We assist in designing benefit packages, implementing referral models, and aligning provider payment strategies to population needs.

  • Saint Lucia: Technical partner on the development of their Universal Health Coverage strategy.
